This happens because the alternative choice is generally a lefty who thinks, believes and acts as if they were intellectually superior to their electorate and treat them accirdingly with lashings of pompous disdain.
"I'm cleverer than you and I'm going to tell you what is best for you and no you can't have a say in what we are going to spend your increased tax on."
The Tories get in because at the end of the day no one gives a fuck that they are bunch of self serving greedy fuckers. They do keep tax down compared to lefties and that is what people want.
